Cyclist Stops at Red Light and is Nearly Rear-Ended

Even cyclists don't expect other cyclists to stop at red lights.
This fast food delivery rider, possibly on an illegal bike, judging by the way that it was moving forward without being pedalled, didn't expect me to stop when the lights changed to red. I didn't slam on the brakes, but gently glided to a halt.

Main problem I see is the rider in the ebikes is not pedaling making it a modified ebikes so is now an emotorbike bet he don't have it certified mot'd licenced insured and ved'd.
So almost rear ends a legal rider while riding an illegal bike

1:55 I was expecting something a bit more dramatic than that! He looks down at the bike, maybe the brakes are not working that well?
I don't think that would have bothered me at all - but then again, I would probably have slipped past that light as it was safe to do so (no pedestrians waiting on the nearside and traffic still passing on the offside).

I didn't see a near miss. The only problem i saw was mr phone car driver at the beginning.

I think the e-bike has a mechanical issue or the rider is not concentrating. That e-bike is illegal because the throttle works above walking pace with no pedal assist. The motor should cut off when the brakes are applied, regardlees of the throttle position, but not sure if this is the case. The fat tyre e-bike are really heavy. don't want to be hit by one of those.
