It's been several months, but if you have not solved this problem yet, I would not recommend trying to drill into metal if you can help it. If you can, try and find a way to simply wrap the entire cord over or around a shaft or rod. We have a metal deck and what we ended up doing is passing the cord through where the netting attached to the velcro and then wrapping around a structural rod of our metal awning at the top and then wrapping around the bottom of a vertical steel beam of our deck.
a lot of times they use these netting for shade. it helps quite a bit, especially if you get netting with smaller holes. but you're right; the wind totally blows away all our mosquitos where we live lol.
