The effect on morale that Putin hopes to achieve was never successful for either side then. Perhaps, the best that can be said is that military preparedness by the enemy is reduced by "target" bombing. Germany and the UK found other locations and other means to continue to supply materiel for their respective forces, so even that was blunted. The civilian populations of the Allies and the Axis were inconvenienced for sure but the rising up of opposition to the war was never really achieved. Putin seems not to have learned this and it can be hoped that Zelensky won't fall into the same trap.

Richard Overy writes in "The Bombers and the Bombed" quite thoroughly about the effects of long range bombing by both sides in WWII. The effect on morale that Putin hopes to achieve was never successful for either side then. Putin's targeting of civilian and infrastructure targets likewise has failed to drive the Ukrainians out of the war. Perhaps, the best that can be said is that military preparedness by the enemy is reduced by "target" bombing. Germany and the UK found other locations and other means to continue to supply materiel for their respective forces, so even that was blunted. The civilian populations of the Allies and the Axis were inconvenienced for sure but the rising up of opposition to the war was never really achieved. Putin seems not to have learned this and it can be hoped that Zelensky won't fall into the same trap.

That depends on Moscow's goals. At present they want to own Ukraine - genocide the people, but keep the territory with its farmland and its natural resources and its capital city that is substantially older than Moscow. If their goals change to just "destroy the enemy" then all bets are off - but at present, they need to take the territory to pay for the war.
