I am in Colombia about 100 days a year over the last 4 years, and I have some friends who speak English but I rarely if ever just bump into someone in Colombia with English skills like the ones you have found. You can visit Boyacá and Santarder (sur), the safest regions in Colombia..
If you come to Neiva, capital city of the Huila department (where San Agustin and the Tatacoa Desert are), I could show you around if you want. I'm glad when tourists come to my region. As long as they come with good intentions (nothing illegal) they'll be welcome here. PS I speak English so language won't be an issue.

That shower head heater is very dangerous. Wear slippers when you shower and never touch it or any ground when it is on.
Bottled water in Cali is very very optional... Tap water is good, only need stones or clay pot filtration and you're good to go. ;-)

@@kicklozada2297 I was not alone. My colombian girlfriend and my ill tempered Colombian tour guide were in the taxi waiting for me as I went inside the ATM booth. I would not have been in this situation if my tour guide had picked a restaurant earlier that did not lie about accepting credit cards. Since I had to pay cash for a person meal, I did not have enough for my tour guide who always demanded full payment for the day's services before midnight. Fortunately, I averted disaster because my taxista got out of the car and was holding knives while the women were screaming.
