Here we have a main valve inside the house. That's why you normally don't have to shut off the outside main valve...

@@cwc8979you can measure it, measure the hole in the middle too. Or, even easier, take it out and bring it with you to the hardware store.

it is easy if you know where to look. Mine was missing both a screw and the washer.
Went to Lowes and grab a washer kit, then find a screw short 18-24 screw. (i could be wrong about the number)

How do you know what type and size of washer to get?
Go to your local hardware store and present them the corroded washer. They can find you one of the same size and then simply replace it using the steps in the video

If water is dripping from the bib, tightening the pack nut won’t stop the dripping. The packing nut only stop dripping or water intrusion on the handle stem. The guy did show how to remove the entire assembly from the bib to replace the washer seal. But he was completely wrong in tightening the packing nut to stop a bib drip.
How about talking about fixing a modern fronts free spigot - not these ancient ones?

And of course my screw is either a rivet or it just rusted away so I can’t do the simple fix
Why would you need to turn the water off to the house just to repair the outside faucet?
You turn off the main line to the house, because when you remove the spigot to replace the seal, it would be spraying water out where the spigot was removed if it was still on.
Thats like asking why you need to turn off the gas nozzle before you pull it out of your gas tank.
what a lot of people don't know is that there is a constant presence of water in your water lines & they are pressurized. So, if you remove parts of the waterline without turning off the pressure/main water line they will spray pressurized water everywhere. kind of like when a car hits a fire hydrant & breaks then line pressurized water goes everywhere. same thing with your house/apartment etc etc
