Simply that she represented evil, when the entire time in Briarcliff she felt she was fighting evil by trying to shut it down. When inevitably, the same reason she entered Briarcliff in the beginning was the reason she decided to shut it down in the end. Personal gain, which in turn made her evil. She didn't care about the people in the institution.
