I would have probably swapped Idol for Skullclamp personally. The ability to equip a treasure and then tap to sac it to draw two means you don't even have to worry about having sac outlets or having X/1's.
I can appreciate this deck more than some of the other ones I've seen. While a lot of the ones I've seen lean more heavily into the Aristocrat style strat, not a lot of them run "outlaws", so it felt like a "waste" to only exclusively use Goldwaker for treasures. I do like having SOME non-combat ways to reach the opponent when the board is all clogged up.
If I may, I'd like to make a few "honorable mentions"
Braids, Arisen Nightmare - While not an outlaw, turning a treasure into three cards or dealing two damage to your opponents is a good way to refill your hand. In some of my play tests I found I was empty handed a few times and using Facebreaker to "refill" for treasures that could be 3/3 threats felt bad.
Fain, the Broker/Jan Jansen, Chaos Crafter - Fain fits the build as an outlaw, letting you swing in with him pretty reliably as a 3/3. The power to sac a blocked outlaw to turn it into power on an unblocked creature is nice, and then being able to remove those counters to then re-buy treasures is good. At its worst, you can sac an animated treasure, put two counters on an outlaw and then next turn remove a counter from that creature and make another hastey treasure. In addition you have other +1 counter like synergies it seems so having a way to turn those into mana/another body can be good. Jan can be good by turning treasures on off turns when you cant animate them into 1/1 blockers. Nothing like having 7 treasures on your turn and then an opponent tries to crack back. Fain also does this but makes flying 2/1 inklings
Mirkwood Bats - I think Bats is a very "strong" aristocrat. Not only are you dinging opponents on creation, but you do it on saccing them too so even just adding a bunch of mana can now swing life totals quickly
Ruthless Technomancer - While also not an outlaw, Technomancer can turn treasures into a reanimate like spell. If something powerful died early, you can turn those treasures into a creature like Academy Manufacturer, Xorn ect.
Bottle-Cap Blast - while not as "big" as a Hell to Pay, the instant speed can sometimes be the make or break for some. Not to mention it has improvise so you can make it as cheap as 1 red some times
I mentioned Skullclamp, so I won't mention it here
Inspiring Statuary - turn your Construct Assassin's into mana without having to sac them. Go to combat, hit players, then use them second main to cast more threats
Overall I think you did a good job of balancing treasure makers and outlaws that synergize with Vihaan and some even make treasures.

From a first look, the highest power among all 30 creatures in this list was a 6/6, the second highest was a 4/3 and then the majority of the others are 3/X's. So at most you are making 4 treasures, so it can be difficult to want to apply it when you have mostly small creatures to put it on.

@@TheFoxlover93 I guess if chopping through opponents and treasures flying all over the place does matter then, okay?

@@Badassest what I'm saying is 3 to play, 3 to equip and then you also have to hit isn't going to net you a large number of treasures. On average you will likely have a 4/X at best and at that point, you are only making 4 mana per turn with it, assuming you hit your opponent to begin with.
It relies on dealing damage whereas many of the cards here either does it passively, has an activated or triggered ability to make them more reliably. Not to mention if you play it, equip it and then try to swing and an opponent kills it before it deals damage it means you spent 6 mana to effectively do nothing.
Of course, that is just my evaluation. It could be the best card in the deck for all I know.
