In China, because there are too many cities that need to build subways, the central government has formulated several conditions to build subways: 1. For the budgetary revenue of local finance, this generally needs to exceed 10 billion yuan. 2. The city's GDP needs to exceed 100 billion yuan. 3. The total population of the city needs to exceed 7 million, and the population of the urban area needs to exceed 3 million. 4. For the planned subway route, the hourly one-way peak passenger flow can exceed 30,000. It is unclear how to count it. In London the underground and the suburban trains are different systems, but in Paris one becomes another, the same system, often very convenient. In Chicago, the trains are mostly on the surface so it shouldn't really count as UNDERground. The word "metro" doesn't resolve this issue!!! In many places the underground is extremely expensive to build, digging at extreme depths, but in others it is nothing more than a system of trains that only occasionally dive underground.
The metro and suburban rail in Paris are actually not compatible at all. The metro uses 3rd rail and drives on the right. The RER has double decker trains that wouldn't fit in the metro tunnels, uses overhead power and drives on the left.
Japan's railway privatization is a system from which nothing can be learned. They took away the rights of ordinary people just for money. Tokyo has a more dense railway network than Seoul, but This is because of the higher fares due to the privatization of the railroads and the complicated transfer system that occurred when various companies failed to coordinate their opinions. Countries must risk their lives to stop railroad privatization. Why should transportation for the common people flow into a system where only a few benefit?

@@heinlich For your Information
Every metro right now in India are totally Made in India
In China, because there are too many cities that need to build subways, the central government has formulated several conditions to build subways:
Therefore, many cities that cannot meet the above conditions at the same time began to find ways to bypass the restrictions, such as building light rail, or connecting with other big cities with ground rail transit, etc.😂

Our city is called Nanning, which currently has 128 km of subway.
not only in city subway china rank no.1,but also chinese high speed train kilometer and many train stations more larger than the world
The combined length of Japan's metro networks only represents fraction of total commuter rail proportion. As many trips are traveled on suburban rail services. These services in Japan operate as frequent as metro. But this ranking only counts metro length. Hence the vast network of extensive commuter rail services do not contribute the total track length of metro in Japan.
It goes also for CHINA with many intercity commuter rails, freigh trains, and internationa rials that goes to Kazakhstan, Laos, Mongolia, Vietnam, Russia and even North Korea. Not even included their the high speed rail that accounts 2/3 of world's total. 😊
What you said can also apply to other countries, this list takes the length of the subway into consideration
Same for India, that has RapidX system and various Subrurban Railways like MRTS, MMTS, etc in addition to the Metros.
