It is legal to fly a drone in Costa Rica, but not legal to launch from National park lands, which is what the whale tail area is part of. The rules are very similar to that of the USA including geofencing to keep drones out of flight paths etc.

I hear you on that, my life was much simpler and less expensive here before I got my car, but it does open up new worlds for travel.
