They send him out to go find the black criminal and shoot him on sight with a high power water jet. Meanwhile, many of the locals on the island are hoarding the island's main source of electricity illegally, which the police also pin on the Italian man. The locals are reluctant to give up their free electricity, so they blackmail the Italian man to do jobs for them. The most notable hoarder is a woman and her son who live in a boathouse where they do their shady work. She blackmails the Italian man based on the fact that he will be arrested if he doesn't get the woman to give up her power. She does this by forcing him to collect loose change around the entire island for her that she will give in exchange for the source of her power. The black man meanwhile is free to roam around the island now that the cops have framed the Italian man, and nobody will punish him for things such as keeping an endangered reptile captive against its will and drawing extra M's all over the island, since they will all blame the Italian man.
