I think in most cases it’s the best pick on the board. I however don’t like it for a few reasons: The 9 wheat is going to be a tile/ # shared by 3 players, as is the 5 sheep. This means that your trading options are limited, and I really disliked the fact that there was no 3:1 port available to expand to. I think in low ore boards like these, you prioritize production, but also production utilization. The city and settle on the 8 wood turns it into an effective ore when you use the 3:1, whereas a city giving myself 2 brick on a 6 leaves you quite stuck, with no port to pair it with. I did not see myself getting a strong wood spot on the way back, hence my choice. I don’t think you can go wrong either way, but both 659 and 8510 should be gone in first and second. I would consider it more of a style preference.

Good idea! Not utilizing your hand efficiently in this case can lead to a 7 and has a huge negative impact on your game.
