  • Here is how you can bypass the requirement of an internet connection.
    Just press Shift + F10
    At the cmd window type taskmgr and then enter
    Expand to more details
    Find 'Network Connection Flow' - right click and choose End task
    Now go back to Setup and continue to add local account

    Awesome video. I guess I was the rare exception that it does kill the Wifi connection page, but then it would show a screen that said “Oops, you’ve lost internet connection” and only option was to go back to the main page like an endless loop. For those with my problem, when you're at the “Oops, you’ve lost internet connection” go back to command prompt and type "OOBE\BYPASSNRO". It will immediately restart into Out-of-Box Mode but this time you'll be given an option for "I DON'T HAVE INTERNET" and it will let you proceed.

    This seemingly has been fixed recently, as now killing the Network Connection Flow process just sends the installer to an "Oops you lost your connection" screen. There is another way, however. Get to the same step, bring up command prompt, run the command OOBE\BYPASSNRO and the computer will restart the installer in out-of-box experience mode, which includes a link "I don't have internet" when you get to that screen again, and then the option "Continue with limited setup".

    Thank you for the clear and quick video. In case it hasn't been commented, don't forget about Fn lock.
    I was worried something was messed up on my new laptop after clean installing Windows 11 and Shift + F10 wasn't working for me.
    I had to Shift + Fn + F10. Of course it was something so simple.

      that's because you locked your fn key, then you had to use fn to access not fn keys in your keyboard, try figuring out how to unlock it so you can perform those tasks free of using that key

    I just did this some notes: I could not get window to come up. Kept on trying and trying. I finally succeeded and I'm not sure why. One theory is that the network screen forces itself to the top as when it finally came up I had a bunch of command prompt windows. So if it does not work try a good ole "Alt TAB" to switch to your command prompt windows. When I killed the process I got the Oops no internet. This is new as it did not happen on a laptop I purchased before christmas. The fix is in one of the hard earned command prompt windows type OOBE\BYPASSNRO when you do this the whole installation process starts all over and then you are still hit with the network/select wi-fi login screen. DOH. I was about to give up but it turns out something was new. On the bottom was the option to continue without logging in to a network. Wahoo. That leads you to the local account creation screen. Thanks for the great video!

    Lol lol lol lol Thanks man. Btw on my Lenovo laptop I had to use Ctrl + Shift + Esc to open Task Manager then I followed your instructions. Your step is the easiest so far. On some keyboards F10 opens Screen projection etc etc. That's why I had to use the above keys first

    Looks like they may have closed this particular loophole; I found that Shft-F10 didn't work to produce a command prompt. However, I did find that Ctrl-Shft-Esc worked fine to make task manager appear. Then, follow the same instructions.

    yea i looked this up soon as i came across it, havent seen this before. makes me wonder who came up with this idea. network connection required to use a computer. strange days we are in, thanks for quick fix. hopefully manufacturers like hp stop this in its tracks from the fall out. imagine having 20 of these to do on a busy day, and the network drop out, chaos

    Alternative for 22h2 update
    Press Shift + F10. The command prompt opens
    net.exe user "User Name" /add
    net.exe localgroup "Administrators" "User Name" /add
    cd OOBE
    msoobe.exe && shutdown.exe -r
    Windows will now restart and start with the other settings until Windows 11 is installed correctly with a local account.
    When logging in, "The user name or password is incorrect" now appears.
    Simply press OK and select the right account at the bottom left of screen. You should have one for Administrator and one for whatever name you used as "User Name" above.

    connect your android phone with usb and turn on USB TETHERING (ofc u need to have internet on phone, or be connected to wifi).

    For whoever is reading this don’t give up it does work
    NOT A BOT OR CLICKBAIT
    Keep doing it for 6-10 times and it will bypass the system. Whatever you do don’t turn off the PC.

    Worked Great! The only issue for us was the Network Connection Flow item disappeared from the Task manger, and there is no Ethernet option in the Network and Internet settings page.

    Thanks bro, worked wonders. On the Acer laptop Shift+F10 controlled the speaker, so I just connected a desktop usb keyboard and it did the trick

    The new ISO(as of 06 aug 2024) no longer allows this. I have been struggling for 2 days, and the only solution is as follows:
    Find a USB flash drive and load the driver recommended by your computer manufacturer onto it, either from your phone or another device.
    Press the "Ctrl + Shift + F3" combination to run the computer as an admin.
    Insert the USB and run the .exe file.
    Unfortunately, Windows no longer allows bypassing this as it now operates in real-time network mode. If you follow these steps, you should be able to connect to Wi-Fi and resolve the issue.

      well this is what happened when a company has a monopoly, this is why ALOT of people are switching to linux more control over your OWN PC.
      now if we could get multi millionaires and even billionaires to start funding development for GOOD high quality alternatives to windows only programs such as autoCAD, MAYA, NUKE photoshop, corel paintshop pro, motion capture programs etc we would be good...
      we wouldn't NEED windows only anymore
      and they would have to work all the much harder to get their shat together to convince people to use their product and leave us alone and STOP collecting data and other disgusting greasy underhanded and disturbing tactics.
      thats why i implore anyone here in the comments with multi millionare friends to consider software development for linux... there is going to be a HUGE market for it soon when people get really pissed off and microsoft
      i mean valve and gabe newell started the whole linux gaming stuff....

    It can't do that anymore. Nowadays, it says "oops you had lost internet connection" and it ask you to retry. No way to get this work without connection anymore.

    In my case it didn't worked with Shift + F10. It turned the volume down.
    Fn + Shift + F10 solved the situation but you deserve the same thanks anyway!

    The thing is, once I do this - windows recognises what I do, and says " you lost connection to internet - lets go back and connect " and its and over and over again situation that doesnt let me get through it

    I managed to write on comment prompt by copy paste but now it says oops, you've lost internet connection let's go back and the same page appear
    Edit: I found the solution with writing win 11 via rufus the latest version on flash driver since there's an option to install win without internet. Thanks.

    Seems like installing the new windows puts the out of box experience page in a Fullscreen, always on top mode. Any help for this? I can still to the shortcuts and type blindy in command but can't get it to skip.

    Just had to use this workaround today when I got a Factory Fresh HP that accidentally shipped with Windows 11. I had already disabled the wifi through Device Manager so I cannot confirm whether you need to disable it or not but I would still recommend disabling the wifi. Can confirm that this does allow you to make a local account after wifi is disabled and ending the Network Connection Flow task.

    Wasn’t working for me on windows 11 pro, but with shift 10, I was able to launch explorer and install wireless driver to get me going. Seemed like unnecessary extra hoops.
