This is actually a really old bug from the source engine. It most often occurs when a player is repositioned in some way by several things in a strange way which causes your fov to bug out. In tf2 this exact same glitch can be recreated by standing on a teleporter and starting a taunt just while the teleporter is about to teleport you, then quickly ending the taunt as soon as you leave the teleporter.
