The arabs can't understand the books from the ottomans because it's turkish written with arabic letters. Like the italians can't understand turkish now which is written with latin letters. Post Ottoman Empire means after the empire collapsed, these are the countries that were created/independant. At least that's what I understood. But Italy and Spain are there too which weren't part of ottoman empire as much as I know.
