It's the part that governs our social structure in the midst of our own small family/friend groups. It is basically the voice in your head that makes you feel awkward when you become aware that you just hurt someone. or their feelings. or youre making them feel a type of way, badly.

its a few different things that cause it, horrible relationships with parents (mothers for sons, fathers for daughters), usually results in someone who is already without a FILTER TO STOP THEM FROM ASKING THE QUESTION "Why!?" 15 times in a row when any normal person would have heard, "im not comfortable around you" and either asked "well, im sorry about that, we clearly have to work together, what could I do better, or even differently to make you and the entire workplace/environment where we (they) are working feel more accommodated, more importantly though.... comfortable.
