Is it recommended to put the wires beneath the washers?

You can certainly put the wires between the washer and the socket, but I find that it tends to torque the wire around too much, which can contribute to breakage. Putting it between the washer and the plastic block seems to reduce that.

I thought taping the wire down in foil is against the rules these days?

Not in foil...and CLEAR tape is allowed in epee (although good luck finding a ref who understands that).
The purpose of the no tape rule in epee is so a switch can't be hidden under opaque tape to allow the fencer to fire the light at will by pressing the wires together.
And actually, there IS no rule forbidding tape over the wires in an epee. The ref must be able to visually ID that the wires are in separate insulating sheaths. If gaff tape is over the wires, the ref can't do that....but he can with clear tape.
No such rule exists for foil because you can't build a switch into the wire under the tape (or rather, the vast majority couldn't...someone like Dan DeChaine might be able to), because, unlike epee, the fencer being hit is part of the circuit.

@@samsignorelli i thought there was in foil.... interesting... but most referees and weapons check get paranoid about something like that ....
