DVRS - Digital Vehicular Repeater System. Allows for increasing local radio signal strength when operating inside large structures/metros/sub-basements etc. One on each side for addresses on either side of the block.
On the second clip the back door of the rescue truck was open

Unless it's a World Cup sports final or the local independence day or some equivalent of a royal wedding etc, the only other culture that did this everyday OTT giant flag worship on *non-military or non-diplomatic properties* was during the third reich in Germany.
Yes, I am familiar with most places based on their national capitals and major cities of course. This is strictly some strange American kink driving around with GIANT flags on ambulances and EMT fire vehicles. Nazis aside, it's *not* a normal everyday cultural thing.

It's called a roto-ray. It helps get drivers attention when they are going down the road.
