Plus you wouldn't want to go full power everytime you see someone or you will otherwise be expending more energy than necessary which can give potentially more challenging enemies the edge. Remember, warlords are pirates that want to live peacefully without being constantly chased around and harassed by the world government. Choosing between an emperor or a warlord is purely a preference and does not neccesarily gauge power levels.
