She was only 12 years old when she was killed. Because she was black, this heinous crime was barely even acknowledged by the public, and the killer was never found because it was just assumed she ran away and fell into bad company. Tom Waits was deeply affected by her death, and wrote a song about it. This is what he said in an interview:
"At one point I wasn't going to put it on the record, there were too many songs. But my daughter said, 'Gee, that would really be sad - she gets killed and not remembered and somebody writes a song about it and doesn't put it on the record.' I didn't want to be a part of that."

I work at a group home for youths with severe mental/emotional problems, typically as a result of abuse and neglect. This sort of story is so much more common than you might imagine. Needless to say this song always has tears in my eyes less than a minute in.
Same story as you.
I always think of one particularly kind girl who this song is about. We spent a lot of time together over the year she was in treatment. Saw her again a few years later in a different treatment facility. I will never forget how kind you were Jessica. Thank you Tom for writing this song for her and so many more young girls.

Once again Tom Waits genius and sensitivity hits the mark. Why wasn't God watching! Many parents probably have said this over and over, Waits simply says it like it should be said

Yes. And one of the things that Waits does as well as anybody is match the music to the lyrics. Notice how he slows everything down at "play all over" to accentuate the feeling. Brilliant.
