that's more of a "lost in translation" kind of deal, in the anime originally cell used the same voice all throguht his appearences, so they had a single voicetrack for the dubs as well this one is basically the only times he speacks only in his final form

goofy ahh combo system🤣 this is exactly what I loved about the Budokai games (the ones on the PSP too) it felt like the closest thing to a Tekken or DoA style DBZ game, which is still to this day one of my most wished for games
I'm pretty sure this is still one of the only DBZ games where Cell's transformations are not permanent, like in Budokai3, Infinite World, Tenkaichi series and Raging blast. If his ki gauge goes too low and gets knocked down, he goes back to imperfect cell. I dont understand why they programmed it that way.

They have fully playable states in the files and both have hair blowing physics which are for selective cutscenes only Cell power weighted is still perfect forms model but actually has a buff form model that's used in the story mode only Budokai 1 PAL cover art has Majin Vegeta Majin Buu and Babadi Super trunks 2 has a separate model that's shown for literally 3 seconds in story lol Theres a scrapped future Bulma adding more evidence that the post Cell saga scenes were scrapped Trunks destroying the Androids and Cell after the Cell games was completely scrapped but some Trunks files still exist which is 100% after the arc and also has SSJ2 Goku's model from the very first trailer is still playable lol There was an extra scrapped scene or even fight that was suppose to take place in between or before the SSJ Goku and Frieza fight. There's a scrapped bloody beaten Final Form Frieza model that could have only been used in the spirit bomb scene or after taking a beating from Goku Little fact: This is the only game Frieza has a new model when dropped back to first form because he loses the armour for people that wondered why they stopped letting him drop down in later games. Its because all his forms use the same voice in jp, so they went lazy with it and gave him 1st form voice for all forms in the English version
