For making the hole, punches are your friend. Those made for leatherworking would work fine. They're also very cheap and useful for other things. Another suggestion I'd make: Rather than have separate pieces to cover the back and front, you could simply put a random piece of paper over the entire front and back. you would then poke the pencil through making a hole in both those pieces of scrap. But once you remove them, the board is magically still in tact. You could even use one of those punches to make the hole (instead of a pencil).
I had the glass - actually perspex - version of this from the old Paul Daniels sets. It used a playing card as the hole disguise, so you could pierce the card through the 'glass'. The mechanism was a lot more difficult to operate and conceal though, with nothing like a barbecue stick to help.
