In Arizona, if you're an illegal, you basically get no consequences if you cause an accident. My daughter (from Ukraine) was stopped by a traffic jam. She was rear ended by an illegal on the freeway. My daughter at the time had a green card (long since a naturalized citizen), valid drivers license and insurance. The person that rear ended her had no driver's license, insurance and was obviously at fault. Consequences were "don't do it again" and "do you have someone who can give you a ride?" to the illegal. No ticket, and our insurance gets to pay (good luck finding an illegal to get a judgement). So everyone who follows the rules gets higher insurance rates, and the at fault illegal gets offered a ride. Nice learning experience for my daughter.
