They're straight up saying they don't want a single white recording artist on stage, and scoffed at the fact that other white artists performed in recent halftime shows with black artists (Coldplay, Madonna, Justin Timberlake, etc.). I'm just saying Eminem's first two albums with Dre going multi-platinum each gave Dre and his career a huge boost and most likely motivated him to release 2001, Em's verses on it are also the most popular songs on the album and Eminem ghost wrote like 75% of Dres rapping on it. So the album would've sounded arguably much different without Em.
Not saying Dre wouldn't of had a comeback without Em but he definitely helped and probably took a lot of pressure off Dre's shoulders. Since Dre's last two projects didn't do that well, so this one (2001) needed to blow up.
