What they mean by that, is focusing on one specific muscle & training like a bodybuilder, hence, the goal is hypertrophy. Hypertrophy is muscle growth (increasing the size of the muscle). Muscles require oxygen which in a 6-12 round fight would hinder the boxers performance. A 6-8 Rep range during strength training get you stronger which is what a boxer wants.
