Toga's distressed because Jin (Twice) could make doubles of people AND use their quirks. For example, during the training campe arc, Twice made a double of Dabi who could use his blue flame and no one knew it was a double until Aizawa defeated him. Toga can't do that. She can only make doubles.
Honestly, they did really well considering who they were up against. They ended him three times: once with Endeavor and twice with Tokoyami & the crew. Also, they managed to get through the fight without anyone dying. (I think AFO was afraid Mineta would cause his quirks to rebel again, the same way they did when Jiro attacked him.)
A couple fun details! Toga's idea of "love," the way her quirk works, and her childhood trauma are all deeply interlocked. As a child, her parents, who supposedly loved her, told her not to be herself but instead to be like them. So she tried to for many years, but just couldn't be anyone but herself. So she leaned into her nature and her quirk, which allows her to literally do what her parents asked of her -- to become the people she loves. However, just like back then, she still can't fully become other people. She can't create doubles of the rest of the League that can use their quirks like Twice could. And she can't understand why, because she loves them, and isn't mimicking someone the same as loving them? Because her idea of love doesn't take her own personhood into account (or the needs of the people she loves) she can't understand why her love isn't enough to literally become them. I noticed something really cool this episode. Back in season 4, when Kirishima was down on himself for freezing up in the face of danger, he was comparing himself to a story he'd seen on the news recently: the story of a boy who rushed into a hostage situation to save his friend. That boy was Deku, saving Kacchan from the slime villain. In this episode, Kirishima didn't hesitate for a second when he saw Shinso being overtaken by the same villain. What a great subtle callback and showing of character growth. He's come so far.

I can't stop laughing when you said he became younger and become levi😂 I was surprised too And also reminder that AFO will keep getting younger until he exists to nothing because he used the bullet that has Eri's power in it.. Right now maybe AFO is in his late teen(?) or something maybe?😅 anyway he said that he's getting younger faster when he takes damage so hoping others can still make any damage to him somehow 🥲
