@Bob Grey, here, in the poor countries with metric system, we are using calcium chloride to melt the freakin' ice. It keeps the road black down to -30 Celsius (I know, you need to transform to F :-) ). It seems that you, rich people, don't have money for a bucket full of sand :-)
For the folks being snarky...the Pacific Northwest has thaws during the day...and temps drop dramatically during the night...we get a tremendous amount of sleet and freezing rain...all of that combine to turn the roads into ice rinks..Portland is very hilly, nasty mess when there's even less than an inch of snow...so don't sit in front of your lil computers and judge lol.

They should pave the roads with a rough layer of asphalt for better traction on ice. Smooth asphalt is nice in the summer but the worst thing you could drive on when the ice forms.
Winter tires are far more important on paved snowy/icy roads than AWD. Watch the 2WD vs 4WD videos comparing All Season to Winter tires. AWD + Winter tires is best but 2WD + Winter is 2nd best over 4WD with stock tires on paved roads. Off road is a different story. Being able to turn and stop on slick roads is even more important then simply starting. FWD + Winter tires can start on slick conditions sometimes better than AWD with stock. Don't by the marketing lies, watch the reviews. Tires , tires , tires.

Both AWD only and winter tire only types can get over confident in their purchased tools for the winter. Basically I lean towards best tires for the winter season as AWD by itself can help you get rolling better from a light but does nothing to help you stop or turn. Which means most people can drive in snow on all season tires as long as they stay within their ability to stop in time which I think many naive awd drivers won’t always gauge well. Yes same can happen to someone that thinks winter tires will make the car grip like dry conditions.

Having 2WD during winter conditions can be much more challenging then having AWD or 4x4 which makes winter driving a lot easier
