Glad I saw this. I was leaving a 75 watt bulb on 24 hours for a few days. That light gave me a headache. Switching to a 40 watt 15 - 16 hours a day.

Thank you for sharing that video so quickly. Nice set up!
How many quail do you have per pen and what is your pen size? What is you male to female ratio? Do you put males in the same pens? What type of food to you feed them when they are first born? Is that the same food you use when they are laying eggs for you? Sorry for all the questions.

Where did you get your timer?
Do you think it would work with a Solar panel?

I just bought 5 female adult quails and have a heat lamp on them now because they are kept outside in a rabbit hutch. should I only turn the light on for the 15 or 16 hours or keep it on all night. the reason I ask is because the temperature is below freezing and I feel that it's to cold for the bird and the water dish

Congrats on getting some birds! If you want your girls to lay eggs through the winter they will need 14-16 hours of light a day. For egg production, I have found that any white light source is fine. I use LED lighting and they lay all year like clockwork. Please do not leave the lights on 24/7. This stresses the birds out bigtime.
Quail do just fine in cold weather as long as they are kept dry and are shielded from bad drafts. Were these birds kept in a heated environment before you bought them? If they were kept indoors or in a heated place before you bought them, I would gradually reduce the heat they get so they get used to the colder temps. Just place the heat lamp a little further away every few days. If you need to keep the heat lamp on all night for a while until they acclimate to the colder temps, that's fine. Just don't do it permanently or the constant light will be bad for them.
To prevent the watering dish from freezing you can use a heated waterer like this: amzn.to/2hlu87q or a heated base like this: amzn.to/2hiBHhr
