At a minimum? Hmmm... Higher flow fuel pump rated for ethanol, Ethanol-safe fuel lines, larger injectors, standalone ECU, flex fuel sensor, wideband 02 sensor, tuning. Ethanol has about 1/4 to 1/3 less energy per unit volume when compared to traditional gasoline, so you have to add more ethanol just to break even. Then, you want to add more boost and make more power, so, add more fuel. The big benefit of ethanol in turbo'd cars is its resistance to detonation. BUT, Blended fuels are not really consistent. So to play it safe, you'd want to tune it on gasoline, then on ethanol, and then let the ECU extrapolate settings for fuel and timing for blends in between. E 85 at the pump could be E85, E70, E-whatever. Or, if you top up a half tank of gas with E-85, maybe it's E-40. So, the flex fuel sensor sniffs the fuel to get its actual percentage ethanol, and the ECU adjusts settings accordingly.

I know it's been a year and you've probably figured it out. But I'm 90% sure that's a TCS exhaust.
