They definitely seem to be related to collateral, but as in that it was a last-second desperate buy-in. Unless we get confirmation, it's only speculation.
I imagine with bigger pots of money on the line the characters could get more aggressive responses, but maybe the devs thought it might be a bit harsh for players to hear.
Lots of these are actually used. Especially 1:27 since everywhere I go is said to be unused. I heard it just once but, being a Punch-Out!! fan, I quickly searched for that "secret level" (even tho it was pretty obvious that it was a fake). p.s. Knowing that you extracted all of these files, I wonder if there was a way to find the subtitles file. You know, that file that contains the script of the dialogues. Thank you!

@@Dill_Pickle1997im pretty sure strong mad is the youngest
"IM NOT AFRAID TO SLAP-"
Strong Mad is the oldest and Strong Sad is the youngest, leaving Strong Bad in the middle.
0:13 ouch! As the middle child I felt that!
He's all in. He's all in. HE'S ALLLL INNNN.
I feel like some of the lines that are "Unknown" are referring to Homestar's Dangeresque glasses aka Strong Bad's buy-in.

Strong Bad didn't get mad at Heavy for calling him short. He got mad at him for asking questions about his parents.
0:11 - 0:15 Projecting a little bit there, eh Strong Bad?

Why hasn't this been put into the Cutting Room Floor yet?
Because most of these lines are actually used.
