That's why you challenge them in court. The Democrats had every opportunity to bring their case to the courts and settle it there. If the courts found the Democrats to be in there right, then you could call it obstruction of Congress if the White House still refuses to allow those who were issued subpoenas to testify. For whatever reason, they didn't feel like waiting for the outcome so here we are.
