- In this international law case, the court considered the terms on which one country might invite military troops from another country into its territory. The inviting country may end that invitation at any time, and may limit the invitation in terms of the geographical areas the foreign troops may enter, and the objectives they may undertake.
Could we assume (based on USA v Nicaragua decision that invitation by rebels could not be considered a legitimate invite) that the support provided by Rwanda and Uganda on overthrowing the dictatorship by helping Laurent Kabila was in itself unlawful and an act of use of force?
