But railway board issued letter only said only 6from loco and 6from bc(either end).
If with out brake van in board letter not mentioned.
Your told without BV 18 Wagons HB are applied condition.
G&SR rule no pls..
And SWR also we follow .

I mean without BV 18 is compulsory?
