Until you reach certain heart points with someone where the decay gets a pause (only for bachelorettes and bachelors, non marriage npcs don't have this feature) there is still friendship decay everyday. So you should always, always talk to them. Talking eliminates the decay for that day and even adds points. Even if you're busy running tasks if you pass by any npc just talk to them (quests by that certain npc does not count as talking)
