He takes more of a "big brother" role with her as the series goes on but the whole point of Loretta in season 2 was to show that Raylan can be a good father and that he doesn't have to worry about turning into his father, so you could say that he's like a surrogate father to her at this point in the show
In reality, this never would have happened. Tim HATES teenagers. Even back when I saw him on The Girl Next Door I could sense his disdain for teens.
