My theories are derrived from 3 different inspiring(?) sources: A.) The Dark Wheel cannot be contacted--they contact you. B.) There are those who have claimed to be The Dark Wheel and they (The Dark Wheel) put a stop to those individuals shortly after. C.) It is not yet known if All engineers are co-conspirators of The Club. All of this can be found, even in the Elite Fandom Wiki. Let's pick this apart. The Dark Wheel - Both point A and B can be resolved by the Turn The Wheel initiative. If who we are working for is not the REAL Dark Wheel (and I don't think that they would be, as it's highly fishy that this shadow organization just started advertising their presence in Shinrarta from day one)? Then this initiative will certainly draw them out. Engineers and the FSD - We know that Bill Turner had a history with MetaDrive research. MetaDrive was developing a highly advanced "stealth drive." It is to my belief that a shadow drive is what's needed to access many of the permit locked regions, as they regions would have been locked out, thanks to The Club. Any ships which do jump to these systems (I have tailed them and seen them jump to LFT-509, for instance) either have permission, via, The Club/ Pilot's Federation etc. or are using special drives. My previous theory was that the Capital class drive was needed, but I was wrong. I think it comes down to off the grid engineers. We do know there are undiscovered engineers and it is to my belief that The Dark Wheel is the key to the first of the unlocked permit systems, which will grant us access to that/ those engineers. To me? This makes sense because is satisfies a number of mechanics, for the best use of Elite: A. Participation - It involves community initiatives. B. Grind - Good ol engineering grind mechanics--don't think we won't be delivering something like 500t of Kongan Ale, in addition to the new alien materials. C. Exploration - After we've attained our modifications, it's time to explore the sectors.

@@CMDRGURU951 Perhaps thinking of the Titans as a "Chinese whisper" of the races around the time of the oisir Raxxla. I’m sure this question is already out there somewhere, but listening to this made me wonder if your theory about trade being a key element isn’t something to note. Anyway, here’s my question: is there a connection between making a delivery of rare goods to specific locations that... not sure... sets off an event of some kind? Here’s something I’m sure most Commanders have experienced at odd times if they’ve been playing for more than a hundred hours: the tip off. I always assumed that we get top offs randomly, but what if they aren’t random? What if some particular set of missions/trading between specific stations or systems, or just travel in general is what triggers a tip off. What if there is a tip off that we have to complete in order to take the next step in a series that will do something else... like, say... draw the attention of the Dark Wheel? Has anybody ever compiled data on when tip offs are given to players?
I certainly hope it does work like that. Many have suspected trade routes are key to this. As for the Tip-off research, yes, extensive work has been done logging and tracking all old and new TO's. This has largely taken place within Cannon Research and the Independent Raxxla Hunters by Cmdr Dja.
I believe they were using the Faraway jump system. Also, thanks for asking questions vs making statements. Didnt mean to jump your ship last time. Best wishes Guru. -Cmdr Broken Shield.

I really love the way you tell the story... I simply don't know enough about the Raxxla myth to be of any help, i'm afraid. But i have to admit that Drew Wagar's suspicion that the core systems are important and even that Raxxla can't be that far away from them makes sense to me.
The core systems just have to be important. The bubble is an intriguing place and full of mystery. But, are the core worlds the full story?
