Hello! Claiming that a handbrakeless fixie has "no brake" is inaccurate. If you can slow down with your hands or your feet, it's a brake system. Handbrakeless fixies might actually be legal in Sweden, depending on their stopping power. Coaster brakes are legal, not automatically because of the mechanism, but only if the rider can use it to slow down fast enough. I'm not a lawyer, but I've been digging into the Swedish law about bicycles. Two independent brake systems are only required on tandems, cargo bikes, bikes with more than two wheels or bikes with a connected carriage. Regular bikes only need "one brake system", which can be operated with your hands or feet. Foot operated brake systems must be able to slow down the bike by 3 meters per second per second when applying no more than 490 Newtons of force to system. I have no idea how to test the Newton part, but I want to do some tests where I measure my braking speeds on my fixies. If I can easily use only my feet to slow down by at least 3 meters per second per second, I'm going to reject the claim that handbrakeless fixies with foot retention are illegal. If I cannot, then I'll assume that the 490 Newton limit makes legality out of reach for me. But it really depends on variable stuff like your body weight, gear ratio, crank arm length, the angle of the road, and the grip of your tires. With that said, I think one should strive to put an emergency hand brakes on their fixie, because why not. Shit, I just wrote an entire RUclips video's worth of text here. I should probably record this.
