Just be thankful we haven't seen the day where Champions start using legendaries. You know how many Dragon-type legendaries there are? Imagine Lance with Mega Rayquaza.
I still hate that he breaks rules, but there is a way to get both of them in Johto, but it’s extremely roundabout. If you go to the Safari Zone after beating the game you can place blocks. Place enough of the right kind of blocks in the right area and you can get Gible and Bagon or Shelgon. That’s how I got my Salamence in SoulSilver. There’s a serebii page on the safari zone with all that info.

The reason he stayed in with Ampharos is because he knew that if he switched into Lapras, Garchomp would have been more than capable of knocking it out in 2 hits at that point

+PainCrafter FTW I've never played HGSS but I played Crystal, and I think I could try to help. First off, Entei and Typhlosion are both pure fire types. Take one of them off. You'll want an electric type - Magneton or Raichu - to take care of Gyarados. Lapras can take care of the rest with Surf/Hydro Pump and Ice Beam. To be fair, have you thought about using a Slowking or Politoed? They both have higher Sp Att than Lapras does. Also, if you have a Tyranitar, that will help you out a bit since it can learn Stone Edge for Charizard and Dragon Claw for the others.

Yeah you're right. In gen 2 Horsea, Seadra and Kingdra are the basic Dragon type evolution so yes Lance should've used Kingdra instead of Gyarados. Also in the rematch, he should've used Flygon instead of Charizard.

I beat the whole Elite Four and Lance with their improved Pokemon on my first try with my pokemon all Lvl 62. My red Gyrados came in handy with his Ice Beam move :)
kemosonicfan123lbp You get a free Shiny Gyarados in HG/SS. Imo Ice Fang is better than Ice beam due to Gyarados' much higher Attack stat compared to its measly Special Attack.
+Kemo_Meme You catch the Red Gyarados at the Lake of Rage before your 7th gym battle, at least in GS (I don't know about HGSS). Gyarados got a bit weaker in the 4th gen but I have no problems with Waterfall, Ice Fang, and Giga Impact.
Meh, he probably chose Pokémon he liked. He could have built a stronger/better team. Like for his Electric type Magneton is far stronger and faster. For the Water he could’ve use Gyarados, he’s just fortunate that his Dragonite didn’t run into Garchomp.
