- NC A&T must pay up for too many out-of-state students: The UNC System recommends that $2 million be reallocated to the board's UNC Need-Based Grant Financial Program.
North Carolina A&T State University is being penalized and fined.
In the last two years, the university enrolled too many out-of-state freshmen students.

Can the state subtract that 2 million from the billions they already owe us from underfunding.
That is harsh, there needs to be more flexibility. What if there aren't enough students in the state that are interested in attending the University? Should they not fulfill the admission requirement with out of state applicants.
That’s messed up! HBCUs are already dealing with low enrollments. Many have shut down in the last few years.😢😢😢😢
Somebody needs to be fired. Who’s job is it to make sure that the school is abiding by state guidelines? 🤦🏾♀️
But what if students from NC doesn't apply? What if they want to go out of state to attend school? Are they supposed to let their enrollment decrease?

I think that rule needs to be changed as penalizing them hurts them in the long run. I understand wanting your own in state talent however HBCUs have always had an up hill climb versus your larger white established universities. Does Ohio State, USC, Michigan, or Northwestern also get penalized?? I doubt it!!
Rules are rules but they should definitely up their cap! Let them continue to boast about being the largest HBCU we want them to win! That 2 million could go towards more housing for those out of state students.
So if the NC students don't apply for the in-state schools what are you supposed to do not accept those applying from out of state just to meet some numbers. How is this helping those that want to go to the college. What is the problem if you got the money from the out of state students and didn't use the money for in-state students that didn't apply for the school.
How many other NC schools are breaking this rule? I KNOW it’s not just A&T but of course the UNC system is going to make them pay after they probably just seen the highest enrollment numbers they’ve seen. Smells racist to me

Almost Half of All HBCUs Students are from Outta State East, North & West Coast.
This is stupid. Why take that two million? It could be used to expand the school so it could be able to accept more in-state students. Poor leadership
NC A&T could have been within residency, and the student's residency expired. You have to renew your residence every two years; if you don't, they move you to non-resident status.
North Carolina is full of it. They will take from the school institutions but they want passed a law for North Carolina to stop hiring majority immigrants and out of towners for jobs. It's plenty of North Carolinians with skills and degrees that can do these jobs but we have to go out of state to earn a decent salary.
I don't care if there is a rule in place this is wrong. You have tons of from The Mid-Atlantic, Northeast, Midwest regions around Chicago and as far as Texas that don't have HBCUs. Many of those kids want to attend a school of the caliber North Carolina A&T. I understand you got kids here in the state, but most time a lot of those kids don't want to stay local they want to go out of state. Just like the kids from other states that want to come here instead of staying home. I can see if it was a academic situation where the kids wasn't passing. You got people moving down here left and right from the north and Midwest coming to the south. So an error with people are struggling and universities are strapped for money, You going to punish a university that been trying to do a bunch of fundraisers and depend on alumni to donate. But then you going to take that money away from them?
Who's responsible for keeping count??

I understand this from the HBCU's perspective. These colleges/universities were started so African-Americans who weren't able to attend PWI's (publicly white institutions), were given a chance to further their education in a place where they were accepted and wanted.
That rule was put in to cap OOS kids from flooding Chapel Hill. However, it sucks that A&T got the shaft.
