Unfortunately no, however, there is a workaround. When you create the volume, instead of the 2nd option, click on the first one (encrypted containers), then simply make the size a little smaller than your USB drive. Then, there is somewhere an option to make a portable version of Veracrypt so the program will be included with your USB drive

A 2 minute Google Search gave me the following instructions:
Click the Start , then go to Settings > System > Activation.
In the Switch to Windows 11 Home/Pro section, click Go to the Store.
NOTE: If you see the Upgrade your edition of Windows section, DO NOT CLICK the Go to the Store link that you see there.
On the Switch out of S mode page, click the Get button
