This is more of a demonstration of how en bloc clips work. I know a lot of rifles that use strippers, can get a +1 in. But not sure about other en blocs. It's just redundant to say 7+1 because En Bloc means "as a whole" so the idea is you load all 8 is a whole as intended. Other rifles that have an ammo source and the capability to single load, it would make sense to say +1. Maybe somebody else can clarify if rifles like the Berthier could get a +1 in the gun. To me, it makes more sense to say it feeds from an en bloc and then the "internal" magazine capacity is irrelevant as it implies that it is possible to feed the Garand directly from the internal magazine, but since you can't, it's not a magazine in the same sense as a Mauser's magazine or similar rifles.

The M95 is a 4 + 1 rifle (4 round magazine), but the 35M can be 5 + 1 (5 round magazine) even though they both feed from the same clip.

When I load my 1911 we can say it holds 7 in a mag but since it holds one in the chamber it’s technically 6+1
You can hold 7 rounds in the mag, but still have one in the chamber. So it's 7+1.

The bolt can't go over the 8, therefore you cannot fire one in the chamber
