I can see the front bumper filler out of place and fixed by 2 bolts i had the same problem i can't understand how stupid the designer of the car was to put such cheap material on a beautiful car like this also the wheel covers so cheap OMG i would have fired that designer if i were at chrysler chief designer
The 2 bolts cover holes in the bumper and filler. The previous owner had foglights mounted and used a box cutter on the bumper filler. The hubcaps were done by me. That was changed back to white sidewalls and full wheelcovers last year.

The fan clutch is the chatter culprit.
Did the car have lean burn when you got it? My 79 new yorker had lean burn but I ended up deleting it.
It didn’t when I got it. And I couldn’t find anything to suggest that it did in the past.
