Absolutely! Mastercam for SOLIDWORKS is simply the Mastercam toolpaths that exist in the standalone Mastercam interface brought into SOLIDWORKS so you can use a more familiar environment or use feature history to make selection easier. Any license of Mastercam includes this add-in, but it is not required at all. I personally prefer to use the standalone Mastercam interface, even as a SOLIDWORKS expert.

It depends on each release which versions are compatible, check the informational dialog on the download page. As long as you are within 1-2 major versions between Mastercam and SOLIDWORKS it should be fine.
Mastercam license holders can install this for free and operate inside SOLIDWORKS or in the dedicated Mastercam interface. There is a free Home Learning Edition (HLE) available that does not allow you to post code to a machine that you may also want to check out.
