If the plants are pre soaked then it won’t cause any harm, usually you’re only using a 2-3% mix anyways so it’s already diluted, then when you rinse it off it dilutes it even further. It is very uncommon for plants or vegetation to be harmed using this

Just throw some fire to the P washer and use a wand not a circular washer. It may take more time but that pressurized water will seep into those cracks. If you feel the need to throw some Zep(cleaner) on beforehand and can afford the materials then I would suggest that. If you know you doing pressure washing and know how long they let the chemicals that insert then you should be fine.

probably not too foamy, most people add a surfactant in to help it trap the dirt, someone said fairy liquid works but not tried it myself.

I was also concerned but bleach diluted breaks down into oxygen so I guess it’s fine if the plants are soaked through with water.
