Because India is a tropical country with flies everywhere, and their idea of a fish market is just an outdoor place. That's why nobody in their right mind would eat fish raw there. Not to mention he has the money and technology to keep the fish alive until the moment hes selling them. Indian markets, the morning's catch is just left out in the heat until someone buys it, and they don't even seem able to afford ice to keep the fish in. So while the fish is definitely fresh, its probably only a good idea to buy it in the morning.

The squids are probably in serious pain when their tentacles are getting severed without any fast disconnection between the brain and the rest of their body.
