बिहार में कोसी नदी उफान पर है. नेपाल के सप्तरी, सुनसरी होते हुए बिहार के मधुबनी, सुपौल और कटिहार तक सैकड़ों घर इस समय कोसी की चपेट में हैं. मधुबनी जिले का भी हाल बुरा है. जिले के भगवतीपुर पंचायत का गढ़ गांव हर साल 4 महीने बाढ़ की चपेट में रहता है. यहां की आबादी लगभग 30 हजार है. यहां हर साल 4 महीने नाव का ही सहारा रहता है.
इन इलाकों में जाकर हाल जाना और लोगों का दर्द देखा. लोगों के चेहरे की शिकन साफ- साफ यह बता रही थी, कि सुविधा के नाम पर इन्हें केवल छल-प्रपंच ही मिला है.
