I can see Running on -Demand All standard (A,C,D,H,I,M,R,T,Z) instances with 32 vCPUs. I can choose this ? It will be free or cost ?

Only t2.micro (1 vcpu) instance type is free. Rest all will be charged.

if i create one EC2 Instance in lets say in Mumbai, and if i switch region from Mumbai to US then will there be independent EC2 instances from both will be same.?

Your instance remains in Mumbai. You just see the EC2 console for US (say N Virginia) region and there will not be any EC2 running. If you want you can spin up new EC2 instance in US region. So bottomline is that EC2 are created in given region and there is no relationship between EC2 running across regions.
