It is new game+. In new game+ you get all your previous equipments.
And when i started NG+ I did Novigrad Quests first so that my blood and wine gets unlocked and i can play it. And in blood and wine i unlocked the grandmaster legendary armor set(the armor set in the video) . So i haven't touched Bloody Baron's Quests yet. Thats y as you can see in the video its showing Bloody Baron
