I think it's likely considering that rouge Zovork group that showed up in Dark Prison and Moon Dwellers is still out there. Hopefully we get to see the Guests return as well.
Issues on Zovork preventing him from returning so he was only able to send Yon to act as his go between. Also he wasn't the only character from 2nd OG to not appear. Most of the Masou Kishin characters didn't show up. At least Mekibos is featured in plenty of cutscenes.
