The legs are just for show, it’s a hover unit like you mentioned. It’s symmetrical front to back with a 360° mono-eye, and beam cannons on both sides (according to the wiki)

The Zock might be able to make a step but it's primary purpose is to hover over the ground combat since this MS is intended to pop up from bodies of water, unleash fire and then either stand in victory or withdraw back into the water. also ALL of the amphibious Zeon and Feddie MS are built this way... they are not very effective as ground use MS unless piloted by some highly skilled veterans but they are highly effective underwater.
My first exposure to the OYW was through the Journey to Jaburo PS2 game, where the Zock is actually kinda intimidating. The game designers changed the Zock to be more of a Mobile Armour with four broad legs that provide a slow hovering effect with a notably larger main body that could swivel 360 degrees around. Coupled with its array of powerful beam weapons it has a sort of Dreadnaught/miniboss feel to it as it's obviously the biggest aquatic Zeon unit in the game. The original MSG Zock design doesn't look capable of really benefitting much from its symmetrical design, and from an animation standpoint I have difficulty discerning its intended size. Despite having a general affection for the original series design, I can see why they changed it.

ALL of the amphibious Zeon and Feddie MS are built this way... they are not very effective as ground use MS unless piloted by some highly skilled veterans but they are highly effective underwater. This is hard to convey in the anime sometimes because the depiction seems like "the big enemy BEAST machine" or "monster of the week" which the Zock was indeed one but once again Tomino really flipped that rule in that episode. However in the Gihren's Greed/Ambition videogames which unfortunately stopped getting made since the PS2 era, the amphibious Zeon and Feddie MS immediately become more useful for areas with bodies of water and the Zock itself is extremely useful as a RANGED MS like the GunTank and GunCannon... so even though it has large claws, it is not advisable to be used for close combat where even a basic weak GM might sink a beam saber if the pilot even managed to do it... which is possible.

Surprisingly in gbo2 the Zock is not bad as long you used it as a support battery behind allies. I am starting to believe Char’s Mad Angler squad were a test team for Zeon’s 2nd generation aquatic MS since they were loaded with Zgok,goggs, acguys, grabro, and the Zock itself. The 3rd generation of aquatic oyw zeon MS mostly didn’t get a chance to be deployed for the Jaburo assault due to the desperate Zeon’s rushing the attack.
@@memberofthewatchercouncil1738 probably 3rd due to the hygogg being part of the United maintenance plan which allow newer MS at the end of the war to used 80% of the same parts. The zaku marine being 1st Gen and gogg being part of the 2nd.
The way this things eye moves scares the shit out of me. Like it must have a much larger fov than a zaku, I can imagine seeing that thing underwater, its eye does that ultra fast scanning motion and stops on you.
This thing is underrated. Against characters without plot armor the Zock is absolutely dangerous. As far as I’m aware those red things he has fire 30 HOMELANDER LASERS WORTH OF DAMAGE.
Zeon's amphibious MS designs are a unique combination of silly and horrifying. Really wish some of the unused ones like the Juagg or the Agg made it into the show.

I still don't understand why zeon invested so much on aquatic mobile suit prototypes so much instead of standardizing their ground and space mobile suits as well as supporting units like dopp fighters and magella tanks, which were way more inferior than federation's standardized mass produced units.
Yes, aquatic mobile suits aren't the best way to spend budget, but they were the first Zeon MS with more or less useful beam weapons. Without them, the Gelgoog might have never been created.

However, I think aquatic mobile suits have no reason to be that powerful and expensive especially in that era. Meanwhile, zeon's ground force was still suffering because most of them were still stuck in zaku J types and dom/gouf were still in limited production in the Jaburo Invasion.

I always hated this mobile suits in federation vs zeon. It's so slow and easy to dodge but takes so many hits. And in the show it literally just shows up and gets blown up lmao.

the zock does in fact take one step! in the original series. the scene is not shown here but it happens, episode 28 at 9:12

水陸両用ではあるものの、陸上では超が付くほど鈍重。ただし、水中では信じられないほどの速度で動く。
図体のデカさに比例して格闘戦は苦手。腕は飾りレベル。
だが、それを補って余りある大火力が最大の長所。誰が呼んだか局地専用移動放題。
また、モノアイレーンは背面にまであり、背後にもメガ粒子砲はあるため、前後左右死角はない。
劇中ではジャブロー攻略戦に参加。大した戦果こそあげなかったものの、強烈なインパクトを残した。
余談だが、本機は某ゲームではカルト的な人気を誇っており、御神体と呼ばれている。

I think the pilots display changes. In gundam battle operation you can switch sides to quickly change direction
The pilots position rotates 180 degrees inside the suit and it can fight the same way in reverse
