Technically it was a controlled Afghanistan area in Afghanistan. So technically Afghanistan itself didn’t mind being invaded. In fact, the Government couldn’t find Osama bin Laden and his safe-haven, so they needed the US to help. We didn’t invade all of Afghanistan, the U.S invaded only a controlled area.
Osama bin Laden’s safe-haven was a problem at the time, since many countries like Great Britain feared that another attack was going to happen. This would have been prevented by securing citizens before military, and securing areas around a premises, even then, a bomber could slip through and kill innocents, so it is very unclear wether or not this scenario could have been prevented.
